【摘要】:ThispartofIEC62261definesanoctet-leveldataencodingprotocolforrepresentingdataitemsanddatagroups.Thisprotocoldefinesadatastructurewhichisindependentoftheapplicationortransportationmethodused.Thestandarddefinesakey-length-value(KLV)tripletasadatainterchangeprotocolfordataitemswherethekeyidentifiesthedata,thelengthspecifiesthelengthofthedata,andthevalueisthedataitself.TheKLVprotocolprovidesacommoninterchangeforallcompliantapplicationsirrespectiveofthemethodofimplementationortransport.ThestandardalsoprovidesmethodsforcombiningassociatedKLVtripletsindatasetswherethesetofKLVtripletsisitselfcodedwithKLVdatacodingprotocol.Suchsetscanbecodedineitherfullform(universalsets)orinoneoffourincreasinglybit-efficientforms(globalsets,localsets,variable-lengthpacks,andfixed-lengthpacks).Thestandardprovidesadefinitionofeachofthesedataconstructs.Theencodingoctetrange(lengthofthepayload)specifiedinthisstandardmaygenerateunusuallylargevolumesofdata.Consequently,aspecificapplicationofKLVencodingiscapableofonlyalimitedoperatingdatarangeandthosedetailsshallbedefinedinarelevantapplicationdocument.Ofnecessity,keysandotherreferencedatahavetobegloballyuniqueifclashesaretobeavoided.TheIECwilltherefore,fromtimetotime,designateotherbodiestoactasitsregistrationauthorityandagentinthisrespect;itisimportanttonotethat,asaresultofthis,registrationswillalwayscontainthedesignatoroftheregistrationauthorityactingatthetimeofregistrationandnotthatoftheIEC(unlesstheIECwasactingdirectlyasitsownregistrationauthority).Amixtureofregistrationauthoritydesignatorsisthereforetobeexpected.
